How to use GPO to add to Trusted Sites without blocking client-side editing

I avoid using GPO to control Internet Options because it limits the ability to control these settings from the client.  A prime example of this is the Internet Options Trusted Sites in the security tab.  I frequently have to add Office 365 sites, SharePoint Sites, etc to this on some clients who are being prompted by a password.  I don't like finding this option locked out by the Administrator.
