Update conflict in MOSS 2007

An update conflict has occurred, and you must re-try this action. The object SPContentDatabase Name=WSS_Content_name Parent=SPDatabaseServiceInstance is being updated by domain\user, in the w3wp process, on machine server. View the tracing log for more information about the conflict. I was receiving this error in Central Admin when I was trying to increase the maximum number of sites in Manage Content Databases (/_admin/cntdbadm.aspx). I was unable to increase this number or delete site collections as well as a number of other events. The error condition seems to have affected deploying and retracting solutions as well. I resolved this by clearing the config cache followed by rebooting each WFE and index server.
